Accoding to PokerScout.com this is supposedly due to the fragmentation of the market. Now that France and Italy legalized online poker and Italian and French players are able to participate in online gambling activities, however, even including these countries, the market doesn't expand. As a conclusion, PokerScout states that it seems that online poker's popularity has reached a temporary plateau.
The only chance of expansion now seems to be the legalization of online poker in the United States. US Congress has accepted Barney Frank's bill that suggests online poker should not be an illegal gambling activity. The next step comes when Jim McDermott's bill concerning online poker's taxation passes the same process, expected in 2011.
